Desperately needs V-Sync option

We need a vsync option to fix this. Would also be nice to have a framerate limiter.

If you're getting more FPS than your monitor can handle:

1) I'm super jealous. Wish I had that problem.

2) why not just go into your graphics card settings (nvidia control panel, etc) and enable "adaptive vsync", rather than depending on the games (that are in pre-Alpha state) to do it for you?
