Hey guys,
I've had a response from some-one else who was suffering from the same problem and he seems to have been able to fix it.
He said that he re-extracted the files and ran the program in admin mode. I'm not sure if he ment the unzipping program or Besiege.exe in admin but I recomend you try both!

Von, I had this problem at my first point of installing, but I know the problem. Closing the program which unzips the files before fully completed can result in mis-extracted files, thus leading to the problem. You need to extract it and wait a bit.
+ You should always run the program in Administrator where possible as it will stop windows from attempting to cancel overwrites.

If your sure that you've extracted the game correctly then it sounds like your GFX card doesn't support Shader model 3.
